Aluminum branch wiring, common in Metro Vancouver homes built from about 1965 to 1976 across Burnaby, Richmond, Surrey, Coquitlam, Delta and the North Shore, is not illegal and does not have to be ripped out. The accepted fix is remediation: every connection at outlets, switches, fixtures and the panel is pigtailed to copper with an approved connector and the devices are replaced with CO/ALR-rated ones. Why the connections and not the runs

Aluminum expands, loosens and oxidises at terminals, which is why the classic symptoms are a warm switch plate, a flickering outlet or a faint burning smell rather than a failure inside the wall. Correcting the terminations with approved connectors and fitting devices rated for aluminum removes the failure point. The work needs an electrical permit and inspection, and the passed inspection is the paper an insurer or a buyer's inspector wants to see. Standard copper-only devices installed on aluminum, a common finding in homes that have been 'fixed' by a handyman, are the thing to look for on a quote: a proper remediation replaces every one of them.

Permits and inspections in Metro Vancouver

Seven Metro Vancouver local governments run their own electrical permit and inspection programs: the City of Vancouver, Burnaby, Surrey, the City of North Vancouver, the District of North Vancouver, West Vancouver and Maple Ridge. Everywhere else in Metro Vancouver, including Richmond, Delta, Langley, White Rock, Coquitlam, Port Coquitlam, Port Moody, New Westminster and Pitt Meadows, the electrical permit is issued by Technical Safety BC. Residential electrical permit fees typically run $150 to $300 and belong inside the quote, not as a surprise on the invoice.

Most BC insurers accept a completed remediation with the inspection certificate and a contractor's letter. Ask your broker which document they want before the work starts.

Can I do the pigtailing myself?

A homeowner permit for a principal residence allows it in principle, but insurers want a licensed contractor's certificate, which is the whole point of the job.
